Small Business Product Development Leader Job Summary

The Small Business (SB) Product Development Leader oversees the process for developing and deploying small business products ensuring simplification, standardization, rationalization and cost optimization. This includes leading and operationalizing all aspects of analyzing, planning, prioritizing, and executing the implementation of changes to the SB segment product portfolio. In addition, leads the management and operationalization of the small business product lifecycle. Responsible for leading the small business product team.


Essential Functions (primary functions and/or reasons the job exists in order of importance)
1. Oversees the process for developing and deploying small business products ensuring simplification, standardization, rationalization and cost optimization
* Leads and operationalizes all aspects of analyzing, planning, prioritizing, and executing the implementation of changes to the SB segment product portfolio.
* Provides leadership over multiple, concurrent, and interdependent projects.  Responsible for overall project plans, long term product portfolio plans, and budget allocations for major product implementations.
* Establishes standards of practice and simplification with regard to a modular product design and accountable for adherence for product development best practices
* Establishes standards of practice and cost optimization as it relates to usage of bureau products, development of proprietary products, and deployment of third party, including reinsured products
* Oversees management of third party products
* Leads team to identify opportunities for strategic third party products that enable growth of the product portfolio. Ensures best practices associated with managing core products provided through third parties are leveraged across all product lines.  Leverages technology and external resources to operationalize and optimize cost
* Oversees the orchestration and is responsible for leading all aspects of activities that contribute to the successful implementation of rate/rule/form changes.
* Determines and ensures product and coverages meet customer needs. 
2. Leads the management and operationalization of the small business product lifecycle:
* Determines targets & priorities for when new products should be launched and when current products should be modified, suspended or withdrawn from the market or a channel.
* Leads management of bureau participation agreements and relationships on behalf of small business
* Oversees circular management process and is accountable for decision making on taking or deferring bureau changes
* Ensures effective communication and change management plans are in place and tailored to the nature of product portfolio changes. 
* Ensures appropriate training and marketing opportunities are afforded to agents, underwriting and services staff to enable successful adoption of both major and routine changes to the product portfolio. 
* Identifies and responds to communication and training needs for partner departments which arise out of changes to the product portfolio.
* Provides oversight and collaborates with key internal partnerships/stakeholders ensuring products meet regulatory and compliance requirements:
* Oversees the proactive monitoring of regulatory changes in operating states for any impacts on our products, procedures, and business practices for small business and provides direction to analysts on Westfield's response to these regulatory changes.
* Consults Legal and compliance team on state filing requirements or regulatory changes or issues and establishes and maintains procedures that ensure compliance to state filing requirements.
* Works with regulatory compliance, legal, IT, CL services and other impacted departments as necessary to resolve production errors.
* Oversees the administration of insurance manuals, and record keeping including electronic manuals.
3. Provides leadership to the small business product development team comprised of product development managers and product delivery analysts
* Performs human capital management responsibilities including employee selection, performance management, coaching, and development.  Manages priorities and workload distribution, and removes barriers that impede progress.  Completes all personnel, salary administration, and reporting duties.  Performs operational responsibilities that drive team performance including planning, execution, process improvement and best-practice sharing.
* Aligns annual expense budget plan and proactively monitors variances throughout the year.
4. Collaborates with key stakeholders across the enterprise and leverages corporate shared services functions to support product development and lifecycle management aligning with corporate governance while maintaining a singular focus on the small business customer.  Builds and utilizes strong partnerships to drive alignment for the mutual benefit of both Small Business and the organization.
* Effectively collaborates with the product management, IT, Actuarial, and market and portfolio underwriting to prioritize and deploy product changes. 
* Plans and collaborates with product management, actuarial and IT leaders to manage the rate and product delivery schedule with consideration to the optimal use of resources, impact to underwriting and services staff, agents, and customers.
* In partnership with the SB workflow optimization and capability enrichment team, proactively identifies and investigates opportunities to improve automation, and maintains automation tools to ensure accuracy, timeliness, and oversight for rate, rule, and form projects. 
* Investigates and responds to recommendations made by Internal Audit and implements any needed changes to process.
5. Travels as needed in order to perform other essential functions.


Desired Qualifications/Experience/Certification/Education (in order of importance)
1. 10+ years of P&C experience with a proven history of advancement.
2. 5+ years of experience and expertise in commercial insurance including 3+ years' experience with product lifecycle management, insurance product distribution, and/or pricing.
3.  3+ years of people and/or project leadership experience including the ability to assign, guide, monitor, and evaluate the work of others.
4. Proven ability to leverage data and analytics in a complex, matrixed environment while driving sound long term decisions in alignment with profit targets. 
5. Experience in developing and executing business strategies and plans.
6. Experience planning and leading projects or initiatives with an enterprise-wide focus.
7. Proven ability to analyze, interpret, and recommend policies and procedures that drive effectiveness and efficiency.
8. Strong oral, written, and interpersonal communication skills, including a demonstrated ability to interact with all levels of leadership and employee population. 
9. Bachelor's degree or commensurate experience.
10. Valid driver's license and an acceptable driving record that conforms to company standards.

* Ability to work effectively in an office environment for 40+ hours per week (including sitting, standing and working on a computer for extended periods of time).
* Ability to communicate effectively in a collaborative work environment utilizing various technologies such as:  telephone, computer, web, voice, teleconferencing, e-mail, etc.
* Ability to travel as required.
